I have the honor to submit to you the accompanying documents relative to the recruiting of regiments and batteries for my command.  Several of these regiments specified, have reported at Washington, but they have not yet been assigned to my command.
 
Were they at once sent to me, I could soon make them effective, as I have the officers that could be spared at present to drill and discipline them.
 
I recommend a telegram from the Governor of Ohio, yesterday, saying that the regiment and battery raised for me in that State, were fully organized and asking me “what he should do with them.”
 
The Governor of New York has agreed to furnish me with four or eight batteries, which would enable me, with the batteries I now have from New York, to organize a regiment of artillery and the Field Officers could supply me with necessary additional officers to supervise my artillery, in case the Secretary of War will authorize the Governor to execute this arrangement.
 
The 33rd Massachusetts Regiment was ordered by you to join my command.  But I learn it is doing Provost Duty at Alexandria.
 
I beg leave to respectfully ask your attention to these matters, and trust that the Regiments and Batteries will be attached to my Corps as soon as practicable, and that the Governor of New York, will be authorized to furnish me with the Batteries he has offered, and especially as the Governor is desirous of the organization contemplated.
