I hereby certify that 2
nd Lieutenant O. B. Ireland, Signal Corps, U.S. Army, is suffering from debility consequent upon fever and is not in condition to travel. I further declare my belief that he will not be able to proceed to the front, in obedience to orders from War Department, A.G. Office, in a less period than ten days.
